Come to think of it, so should white shirts for toddlers, and use of crayons during snack time.

Like the coffee cups that say, "Caution - this beverage is hot," blueberry juice jars could boast a little disclaimer:
"This juice stains clothing, table cloths, and area rugs. Juice should be handled with caution, especially by any boy who might want the green crayon that his brother is using and be willing to reach across a cup of juice to get the crayon. Mothers who do not want to stain-treat white turtleneck shirts should not dress their boys in white shirts, nor should they give their boys blueberry juice."
Of course, mothers could supervise their children and put lids on juice cups.
I'm just in the mood for legislating stuff. It's an election season, you know.
